This proven program helps municipal water utilities work with their customers to:

How the Water Bill Savings Program Works

  1. Water utility customers voluntarily opt-in to the program to install water conservation upgrades at no up-front cost.

  2. An approved contractor conducts a free site visit and install the upgrades, then is paid by the program.

  3. The customer immediately starts saving money because the estimated savings exceed the monthly on-bill surcharge that pays off the project cost. The surcharge stops at the end of the financing term. If the water utility customer moves from the location, the new water customer automatically assumes both the continued savings and remaining surcharge.

  4. The utility monitors customer satisfaction, bills surcharges, collects payments from participating customers until project costs are repaid, and issues repayment to the program.  

  5. The program operator ensures efficient delivery of services by providing participating utilities with turn-key financing and administration support.

Participating customer benefits

The Program allows participating water utility customers to install eligible upgrades with extended warranties and unique guarantees: 

 

  • No up-front payment, no new debt obligation, no credit checks, and no liens.

  • A monthly tariffed surcharge that is significantly lower than estimated savings.

  • Participants pay only while they are a utility customer at the project location.

  • A guarantee that failed measures are repaired or the payment obligation is terminated.

 

Eligible upgrades include ultra-low flow toilet, low-flow showerhead, and aerators, and the option for drought tolerant, fire-resistant landscaping and irrigation conservation measures.

Partner utility benefits

The Program provides partner water utilities with a unique solution to overcome common challenges to the wide-spread adoption of water efficiency. Designed to support utility customer satisfaction, this turn-key regional program: 

 

  • Provide residents and businesses an easy path to more efficiency properties that meet code requirements.

  • Help participants lower their utility bills, which in turn reduces the risk of non-payment. 

  • Establish a fixed on-bill surcharge revenue stream for utility cost recovery.

The Program has proven successful through the development and implementation of on-bill water conservation programs at three bay area water utilities: 

 

 

As of 2019, 480 multi-facility units and 247 single family projects have been completed with average water savings of 30% for multi-family units and
20% for single family houses.

Roles and responsibilities

The Water Bill Savings Program is a collaboration of BayREN, ABAG, and Bay Area municipal water utilities to address California’s mounting water supply and climate adaptation challenges. Based on the BayREN PAYS® Pilots, the Program:

  • Provides access to low-cost capital and a self-funding initiative to participating utilities (BayREN funds Program launch, and expansion and project surcharges support operation). 

  • Provides efficient delivery of services with centralized Program administration and operation that allows Bay Area communities to benefit from water conservation and customers to meet water use code requirements for existing buildings, without Partner Utilities having to grow staff. ​

  • Complements existing incentive programs and serves hard to reach communities including low- and moderate-income, multifamily, and commercial rental properties.

ABAG: Oversees Program, facilitates access to capital, engage with the bond market as needed, and holds Master Services Agreement with Partner Utilities

 

BayREN: Operates Program in coordination with Partner Utilities and provides program services including customer service, co-marketing with Partner Utilities, contractor oversight and support, project quality assurance, on-bill surcharge verification, and data collection. 

 

Partner Utilities: Opt-in to Program, support targeted marketing to utility customers using materials developed in collaboration with the Program, leverages billing system to collect on-bill surcharges at participating properties, and issues repayment to ABAG.
