Heating

Heat pump HVAC keeps apartments comfortable and quiet, and indoor air quality high. Both in-unit and central units qualify for rebates.

What is the Clean Heating Pathway?

The Clean Heating Pathway pairs multiple energy efficiency upgrades to transition your property from natural gas to safer, more efficient and climate-friendly electricity. 

Clean Heating Pathway upgrades deeply reduce the carbon emissions from energy use in your buildings. 

You’ll update your equipment  and demonstrate climate leadership — all with technical and financial support from BayREN.  

How the Program Works

Step 1. Consult with a Pro — Work with a BayREN consultant at no cost to select a scope of work that includes an eligible electric space heating, water heating, or cooking technology. (New natural gas equipment should not be installed.) Complete the interest form to get started.

Step 2. Get a Free Clean Heating Pathway Report —  Participants will receive a roadmap for eliminating operational carbon emissions, and an overview of potential incentives and resources.

Step 3. Install Upgrades — Projects must include at least three upgrades. See below for requirements and eligibility. All projects must be completed within nine months of scope approval. Extensions may be granted.

Step 4. Reduce CO2  —  The total project scope must reduce at least 0.25 tonnes of CO2 per unit to receive a per-unit rebate. Clean Heating Pathway projects are eligible for rebates greater than $750 per unit depending on the equipment installed.

Description

Reduce your building’s carbon emissions by bundling energy upgrades that reduce your utility bills and create a safer and more comfortable living environment for your tenants.

Qualifying projects include upgrades within tenant units, central building upgrades and upgrades to common areas, like laundry rooms and pools.

You need to pair at least one clean heating upgrade (e.g. heating, cooking, hot water, dryer) with other BayREN-approved energy efficiency upgrades to qualify.

A sample scope of work might include:

  • Central Heat Pump Water Heater (HPWH) 
  • Roof insulation 
  • Comprehensive lighting

A BayREN energy consultant will work with you to choose projects that work for your buildings and your budget, and will help you identify and qualify for rebates.

New natural gas appliances should not be installed as part of the building upgrade process.

Rebate

Clean Heating Pathway rebates must include at least three BayREN-approved energy-efficiency upgrades, including at least one Clean Heating Upgrade from the table below.

The “Energy Reduction Requirement” represents the base-level requirement for Building Enhancement upgrades and qualifies for $750 cash back per unit.

Clean Heating Upgrades qualify for the additional rebate amount listed when paired with at least two other BayREN-approved efficiency upgrades.

Eligibility

Qualifying Upgrades

  • Clean Heating Pathway rebates must include at least three BayREN-approved energy-efficiency upgrades, including at least one Clean Heating Upgrade from the table in the “Rebates” tab. Ask your consultant to help you prepare your scope of work to qualify.
  • If installing in-unit upgrades, they must be installed in at least 75% of units. All projects must be completed within 9 months of scope approval. Extensions may be granted.
  • The total project scope must reduce at least 0.25 tonnes of CO2 per unit to receive a per-unit rebate of $750.
  • Tonnes of carbon dioxide (CO2) will be calculated based on 0.005 tonnes per therm of gas saved, minus the emissions related to the added electricity load, based on the average annual emissions per kWh of PG&E electricity. In the future, the electricity emissions may be calculated using more precise factors such as time of use and the anticipated increase in renewables on the grid over the lifetime of the equipment. 
  • Electric technologies must perform better than high efficiency fossil fuel technologies in terms of total energy usage and environmental impacts. 

Qualifying Buildings

The program is open to multifamily buildings with five or more attached dwelling units in the nine county Bay Area. In addition, a building must:

  • Contain less than 100 units
  • Be deed-restricted or naturally-occurring affordable property
  • Has a resident ownership structure such as an HOA or co-op
  • Be located within a disadvantaged community (determined by the AB 1550 Low-Income Communities map)

Efficiency x 3
